Reputed journalist Fabrizio Romano has confirmed that the two clubs have agreed a deal over a move for the 33-year-old.
Man City are expected to complete a transfer in time for Bettinelli to be part of their FIFA Club World Cup squad.
They recently announced that goalkeeper Scott Carson will leave after six years at the Etihad Stadium.
The 39-year-old played only two times during his time in Manchester, but was a popular figure in the dressing room.
City are set to replace Carson with Bettinelli, who joined Chelsea in 2021.
He has made only one appearance during his four-year stay at the Blues, and that came in the 5-1 FA Cup third-round win over Chesterfield in January 2022.
Betinelli has a year left on his current contract at Stamford Bridge but is poised to join City as a third-choice goalkeeper behind Ederson and Stefan Ortega.
City have been very active in the summer transfer window.
They have announced the signing of Rayan Ait-Nouri from Wolverhampton Wanderers and are closing in on a deal for Lyon’s Ryan Cherki on a five-year contract.
Meanwhile, Tijjani Reijnders’ transfer is expected to be announced soon after City agreed a financial package with AC Milan.
