Chelsea and Aston Villa fined by UEFA for breaching financial rules

Chelsea and Aston Villa are among a host of European clubs to be hit with punishments by UEFA for breaching financial rules in 2024/25.

The Blues have been fined €31 million (£27m), while Villa have been fined €11m (£9.5m) for breaking the governing body’s football earnings rule and for being in breach of their squad cost rule.

Both Premier League sides were found to have a squad cost ratio above 80 per cent for 2024 and were awarded fines proportionate to the size of the excess.

Chelsea have agreed a four-year settlement with the Club Financial Control Body (CFCB) and if they breach that, then they could pay up to €60m (£52m) more in fines.

Villa could pay a further €15m (£13m) if they fail to comply with their settlement with the CFCB over a three-year period.

Chelsea have paid €20m (£17.2m) fine for breaking the football earnings rule and a further €11m (£9.4m) for breaches of the squad cost rule, while Villa have paid €5m (£4.3m) and €6m (£5.2m).

Neither club will be able to register new players onto their A List for UEFA competitions unless they have a positive transfer balance, i.e. the cost of signing players does not exceed what they bring in from sales.

Chelsea and Villa sold their women’s teams to their respective parent companies to avoid breaching the Premier League’s Profit and Sustainability Rules. However, UEFA does not allow such transactions to count towards their profit and loss margins under their Financial Fair Play rules.

Barcelona, FC Porto, AS Roma, Lyon, Besiktas, Panathinaikos, Wisla Krakow and Hajduk Split have also been sanctioned.
