Tottenham Hotspur’s recruitment team are setting the tone for an aggressive summer transfer window, with fresh reports from CaughtOffside revealing that the North London club are preparing a €25 million offer for Parma’s teenage sensation Giovanni Leoni. This move, while still in its early stages, underlines the club’s desire to reinforce its back line with youthful, high-potential talent.
Leoni, just 18 years old, has already made 17 appearances in Serie A, drawing attention from several European giants. Standing at 6 ft 5 in and boasting the rare ability to play comfortably with both feet, the centre-back is widely viewed as one of Italy’s brightest defensive prospects.
According to CaughtOffside, Tottenham are not alone in their pursuit. “Napoli, Inter Milan and AC Milan are interested in snapping him up,” the article notes, while adding that “Spurs are joined by Bournemouth and Wolves as clubs keen to bring him to the Premier League.”
While many fans in England may not yet be familiar with Giovanni Leoni, scouts across Europe have had their eye on him for months. His blend of physical presence, technical competence and composure on the ball has earned him glowing reviews.

The article highlights how “Tottenham scouts have been monitoring Leoni closely in recent times,” signalling a serious long-term interest rather than a reactive summer move. Sources in the report describe him as a “rising star,” and it’s clear from the level of competition that Leoni’s reputation is quickly rising.
Despite Tottenham’s intentions to table an opening bid of around €25 million, negotiations may not be straightforward. CaughtOffside’s source suggests, “Parma [are] demanding at least €35 million,” recognising the importance of holding firm for one of their most valuable assets.
Parma’s stance is understandable. They are under no urgent financial pressure to sell, and Leoni’s development has been rapid. His value may only continue to rise, especially if he impresses at the U-21 European Championships or secures regular minutes next season.
While Tottenham would offer a major step up in competition, they also provide a clear development pathway. Leoni could be tempted by the chance to play under Thomas Frank, who has a strong record of nurturing young talent and encouraging progressive, intelligent football.
CaughtOffside speculates that “Leoni may well look at clubs like Tottenham and Bournemouth as good stepping stones… before sealing an even bigger move in the near future.” That sentiment reflects a growing reality in football: young talents view Premier League clubs not only for their platform but also their exposure and facilities.
Even Bournemouth, rejuvenated under Andoni Iraola, may pose a threat in the race. However, Tottenham’s stature, facilities and European ambitions could give them the edge.
There’s genuine reason for optimism here. As a Spurs supporter, the buzz around Giovanni Leoni cannot be ignored. At just 18, he’s already built a reputation in one of Europe’s most tactically demanding leagues. For Spurs to be proactive and move early is a strong statement from the new Thomas Frank regime.
We’ve seen this club miss out on generational talents in the past because we hesitated. But not this time. A €25 million bid shows ambition. And while Parma may hold out for €35 million, this is the kind of long-term investment that pays off. Leoni ticks so many boxes: size, ball-playing ability, Serie A experience, and tactical maturity beyond his years.
Thomas Frank’s arrival signals a new chapter, and targeting young, technically gifted players fits his philosophy perfectly.
Leoni might be young, but under the right system, he could flourish into one of Europe’s finest. And if Spurs can outmanoeuvre the Milan clubs and Bournemouth for his signature, it sends a loud message: we’re not here to sit back anymore.
