Inter have the option to make it a permanent signing at the end of the season for a reported €35m fee.
The Brazil international arrived in Milan on Sunday to complete the deal.
Rafinha, the younger brother of Bayern midfielder Thiago Alcântara, joined Barcelona’s academy as a 13-year-old in 2006.
He only recently returned from a long-term knee injury that he sustained in April of last year.
The loan move will be the second of his career as he spent the 2013-2014 season at Celta de Vigo.
The 24-year-old will not be the first member of his family to play in Serie A. His dad, the World Cup winner Mazinho, spent a year at Lecce and another at Fiorentina in the early 1990s.
