Dortmund have an option to buy the 21-year-old, whose time at Chelsea has been hampered by injury since his move from English Premier League rivals Aston Villa in summer 2022.
Chukwuemeka came through the youth academy ranks at Villa, before making his Premier League debut at the age of 18. He has gone on to feature in 37 Premier League games, whilst appearing for parent club Chelsea in this season's UEFA Conference League.
The Austria-born talent will now hope to kick on at Dortmund, a club renowned for nuturing football stars of tomorrow. Englishmen Jadon Sancho, Jude Bellingham and current forward Jamie Gittens are among the young players to have excelled in the black-and-yellow shirts of BVB.
"Carney is an extremely talented box-to-box player who has made a real impression in the Premier League at a young age. His dynamism, his attacking mindset and his confidence, combined with his outstanding quality as a footballer, make him an exciting addition to our squad," said Dortmund sporting director Sebastian Kehl.
"His development had stalled recently in London, but despite not having played regularly we think he offers huge potential and we hope that Carney can rediscover what makes him such a good player here."

Chukwuemeka could go straight into the Dortmund squad to face VfB Stuttgart on Saturday, in Niko Kovač's first game since replacing Nuri Şahin as head coach. The Black-Yellows are currently 11th in the Bundesliga table, four points outside the top four.
