The CNRD is the body responsible for resolving conflicts between Brazilian clubs related to player transfers, following the rules established by the CBF and FIFA.

Corinthians also alleges that Bahia violated article 25 of the CBF’s National Regulation for the Registration and Transfer of Football Players (RNRTAF) and paragraphs 4 and 5 of article 17 of FIFA’s Regulations on the Status and Transfer of Players (RSTP), constituting the poaching of a player under contract.

“Art. 25 – The club intending to sign an employment contract with a professional football player or coach must inform the current club of the professional, in writing, before entering into negotiations with the professional.”, states the RNRTAF.

“Art. 17. Consequences of terminating contracts without just cause: §4 – In addition to the obligation to pay financial compensation, sporting sanctions must be imposed on any club that breaches a contract or induces a breach of contract. It is presumed, unless proven otherwise, that any club that signs a professional who has terminated his contract without just cause induced that professional to commit an infraction. The club must be prohibited from registering new players, whether domestic or international, for two consecutive transfer windows. The club may register new players, both domestic and international, only from the next registration period after fully serving the sporting sanction. It may not use the exceptions stipulated in the third paragraph of article 6 of these regulations to register players. §5 – Any person subject to the FIFA Statutes and its regulations who acts in a manner to induce a breach of contract between a professional and a club to facilitate the transfer of the player must be sanctioned.”, states the RSTP.

According to Corinthians, Bahia acted as an “intermediary” for the City Group, which controls the SAF of the Bahia club, to carry out the deal. The group allegedly paid only the national release clause of R$ 14 million, instead of the 50 million euros stipulated for international negotiations, thus managing to sign the player for a reduced amount.
