Miguel Angel Galan, president of the CENAFE coaching school, has formally addressed the Spanish Football Federation (RFEF) regarding what he considers an irregularity in Real Madrid’s use of Franco Mastantuono.

The Argentine, who signed with the first team, has been officially registered with the reserves, a move Galan argues is against the spirit of the regulations.

In his first letter, Galan urges the Competition Judge to intervene in Madrid’s upcoming fixture against Oviedo.

“According to the regulations, with the contract and transfer fee paid, the player belongs to the first team, not the reserve team,” he points out, adding that this practice “distorts the purpose of Article 125 and constitutes alleged fraud.”

He criticises the lack of sanctions in similar cases: “Despite the manifest irregularity, no cases have ever resulted in punishment, normalising a fraudulent practice that violates the principle of equality between clubs.”

For this reason, he calls for immediate action: “It is imperative that this be reviewed before the next matchday to guarantee integrity of the results and legality of the lineups.”

Tightening the rules

In his second letter, addressed to RFEF president Louzan, Galan pushes for reform. “Your leadership offers a unique opportunity to solve a historical problem affecting the integrity of our football,” he writes.

He proposes the creation of a separate league for reserve teams. “The presence of professional players from reserve sides in competitions with non-professional clubs creates a distortion.

“Therefore, I propose a league structure exclusively for reserve teams, similar to the Premier League model.”

Finally, he suggests tightening the use of Article 125. “For a reserve player to appear for the first team, they should first play at least five matches with the reserves. This would put an end to the recurring legal fraud.

“I propose the inclusion of a new condition: for a reserve or dependent player to be fielded with the first team, they must have played at least five official matches with the reserve or dependent team in the current season.”
