Chloe Kelly has naturally refused to confirm she has granted Arsenal a period of exclusivity over a potential transfer, despite multiple reports indicating the club are in pole position to sign the Manchester City winger on a permanent basis.
The 27-year-old, who joined Arsenal on loan in January and helped them win the UEFA Women’s Champions League, will become a free agent on 30 June when her City contract expires.
According to David Ornstein of The Athletic, Kelly has asked her representatives to allow Arsenal first refusal while they negotiate a proposed three-year deal.
Should talks stall, options in the WSL and NWSL are ready for consideration.

Asked directly about the situation while in camp with the Lionesses, Kelly stopped short of confirming Arsenal’s reported exclusivity. “Arsenal took me from a really dark place and gave me an opportunity but we achieved incredible things together, so let’s see what happens,” she told The Mirror.
Negotiations are expected to continue in the background while she prepares for England’s Euro 2025 opener on 5 July.
Arsenal, who have committed to playing all Women’s Super League matches at the Emirates Stadium next season, are keen to make Kelly’s move permanent as they look to build on their Champions League triumph.
