The construction of Roma’s new stadium in Pietralata continues to be hindered by bureaucracy and the courts, generating uncertainty for the club, the Municipality and the residents.

The process, linked to an investment of one billion euros, is suspended awaiting a decision that is slow in coming, due to a legal dispute over the ownership of two areas where the preliminary works should take place.

It all started when, last spring, the Municipality requested access to the land to allow the geological surveys necessary for the construction of the stadium.

However, the two families living in the areas concerned filed an appeal with the civil court, claiming that the land was theirs, despite the Municipality claiming ownership.

The judges, in the first instance, ruled in favor of the residents, but the Municipality responded by issuing two orders of forced reacquisition, against which new appeals were filed with the TAR.

The Administrative Court and subsequently the Council of State rejected the appeals, recognizing that the occupation of the land was illegitimate.

However, Il Messaggero writes, the “possessory protection” ordinances remain in force, the cancellation of which has been further postponed to new hearings, prolonging the uncertainty for Roma.

In this context of judicial slowness, the club and the Municipality remain waiting, with the key hearing postponed to November 7.

Without a definitive decision, the entire stadium project, which represents an important economic opportunity for the capital and for the team, continues to hang in the balance.
