UEFA fine PSG, AS Roma, Inter Milan, Besiktas and four others €172 million for breaching Financial Fair Play rules

UEFA has fined AC Milan, AS Monaco, AS Roma, Besiktas, Inter Milan, Juventus, Olympique de Marseille and Paris Saint-Germain for not complying with their break-even requirement.
The Club Financial Control Body (CFCB) First Chamber, chaired by Sunil Gulati, announced the decisions involving clubs in the 2021/22 UEFA club competitions after an investigation.
The investigation covered 2018, 2019, 2020, 2021 and 2022.
Financial years 2020 and 2021 were subject to COVID-19 emergency measures. These helped neutralise the impact of the pandemic.
Under these measures, financial years 2020 and 2021 are merged into one period, and clubs were allowed specific COVID-19 adjustments. They were allowed to average the combined deficit of 2020 and 2021.
The European football governing body fined the clubs €172 million for breaking its financial fair play rules.
The fines will be withheld from any revenues these clubs earn from participating in UEFA competitions or paid directly.
15% (€26m) must be paid in full, while the 85% balance (€146m) is conditional, depending on the clubs’ compliance with the targets stated in their settlement agreement.
PSG collected the heaviest fine with €65m with an unconditional €10m. AS Roma are second with €35m (€5m unconditional).
Fellow Serie A sides Inter Milan (€26m total, €4m unconditional), Juventus (€23 m total, €3.5m unconditional), and AC Milan (€15m total, €2m unconditional) are next.
Turkish giants Besiktas are the only club on the list not playing in the top five European divisions. They were fined €4m with €0.6m unconditional.
Ligue 1 duo Olympique de Marseille (€2m, €0.3m unconditional) and AS Monaco (€2m, €0.3m unconditional) round up the list.
Surprisingly, financially embattled Barcelona did not make the shortlist.
The settlement agreement framework is identical for all clubs. Settlement agreements cover either a three-year or four-year period.
Clubs that avoided sanctions under UEFA financial fair play rules due to COVID-19 deductions and consideration of historical financial results were warned. They will be monitored closely.
