Tottenham earned very little money from the sale of Toby Alderweireld to Al-Duhail SC in Qatar.
The veteran centre-back departed the North London club at the age of 32, despite having two years remaining on his contract.
According to The Sun, Spurs only received £3million from the sale, despite early reports suggesting a fee closer to £13 million.
The Belgian defender managed 236 appearances for Spurs over a six-year period.
Spurs are eager to replace him with Christian Romero from Atalanta, but are no closer to agreeing a fee with the Italian club.
