Wideman Gordon missed last weekend's Emirates FA Cup win over Birmingham City through injury, while defender Burn was forced off during that victory over the League One side.
But after Eddie Howe confirmed at his pre-match media briefing that he hoped to welcome both back into his side in the near future, the Magpies head coach has opted to field both from the outset against the reigning champions as he makes eight changes to his side for their return to league action.
Martin Dúbravka is back in goal, with Kieran Trippier, Fabian Schär, Burn and Lewis Hall in defence.
Sandro Tonali anchors United's midfield, with captain Bruno Guimarães and Joe Willock either side of the Italian international.
And Gordon starts on the left side of Newcastle's attack, with Jacob Murphy on the right and Alexander Isak through the middle.
Harvey Barnes is back on the bench following injury, with Callum Wilson and William Osula the other attacking reinforcements.
Tino Livramento, Emil Krafth, Matt Targett, Sean Longstaff and Lewis Miley are also named, along with goalkeeper Nick Pope.
