Liverpool midfielder Marko Grujic will not be joining Werder Bremen until at least January.
The Serbian midfielder was given permission to hold talks with Bremen boss Florian Kohfeldt.
But Goal says ultimately the German club were unable to match Liverpool's asking price of £18m.
The Reds made it clear they would not loan Grujic once again this season, having sent him to Hertha Berlin for the past two seasons.
Jurgen Klopp is happy to keep Grujic in his senior squad and he will now stay there at least until the winter transfer window opens.
