Liverpool never officially submitted a bid for Borussia Dortmund-bound Donyell Malen.
The PSV winger is on the verge of moving to Germany after Dortmund agreed to pay £26m for his signature.
Dortmund identified Malen as the perfect replacement for Jadon Sancho, who recently joined Manchester United.
Liverpool's interest in Malen was real, according to respected journalist Fabrizio Romano.
But the Reds failed to submit an official offer for Malen, leaving PSV with an easy decision to accept Dortmund's offer.
The 22-year-old, who spent time at Arsenal as a youngster, scored 27 goals for PSV last season.
Romano said: "First part of paperworks has been signed for Donyell Malen move to Borussia Dortmund. PSV will receive €30m, deal to be announced once medical will be completed.
"Liverpool have never made an official bid for Malen. Interest yes, but no bid from LFC."
