Wolverhampton Wanderers and Sunderland are planning to make an offer for the Moroccan this weekend, while West Ham are also interested.
Reports from Laurens suggest that Leverkusen will let Adli leave this summer if they are able to bring in the €23 million asking price set.
Regis Le Bris has already attracted multiple players with a French background, including Roma's Enzo Le Fee, who joined the club on loan in January with the Black Cats still in the Championship.
Wolves are looking to bolster attacking areas after losing Matheus Cunha and Pablo Sarabia this summer, while Fabio Silva's future continues to be on the line.
Adli scored just twice for Leverkusen last year, making 20 Bundesliga appearances in Xabi Alonso's final year at the club.
