According to the Evening Standard, Brentford have been knocked back for Johnson several times in recent months.
However, they are ready to make another bid, which should be in excess of their club record of £13.5 million.
Nottingham Forest are said to want at least £18 million to sell 20-year-old midfielder Johnson.
