The 31-year-old has signed with the Gunners making the move after his contract at Stamford Bridge was due to expire at the end of this season.
The Athletic reported earlier in the day that Arsenal will pay £12m for the Italian.
Mikel Arteta made the move for Jorginho after admitting defeat in the chase for Brighton midfielder Moises Caciedo.
Arsenal were in need of midfield reinforcements after losing Mohamed Elneny to injury with first-choice central midfielder Thomas Partey lacking cover.
Jorginho moved to Chelsea from Napoli for €57m in 2018 and went on to make over 200 appearances for the club.
Arsenal boss Mikel Arteta said: “Jorginho is a midfield player with intelligence, deep leadership skills and a huge amount of Premier League and international experience.”
He won one Champions League, one Europa League and the Club World Cup during his time in west London.
