Chelsea: Why did Hakim Ziyech to PSG fall through?

Chelsea reportedly sent the wrong paperwork for Hakim Ziyech's loan move to Paris Saint-Germain THREE times.
Chelsea and PSG had agreed a loan deal for Ziyech until the end of the season which didn't include an option to buy.
The Blues have signed Mykhaylo Mudryk, Enzo Fernandez and loaned Joao Felix in the January transfer window and seemingly no longer required Ziyech's services.
The proposed move was even given the 'Here we go' seal of approval by Fabrizio Romano who tweeted: "PSG are set to sign Hakim Ziyech, here we go! Deal agreed and unlocked on a loan move until June, NO buy option clause included. Paris Saint-Germain have deal in place with Chelsea, medical done. Ziyech only wanted PSG. Boarding > Paris @TurkishAirlines."
But here we are on February 1 and Ziyech is still a Chelsea player.
How?
Well according to Bruno Solomon from Foot Mercato, it's all Chelsea's fault.
That's because they apparently sent through the wrong paperwork THREE times which prevented the deal from going through.
Ziyech was 'on the premises' of PSG but left 'disappointed and dejected' when the deal wasn't struck before midnight.
The French club were 'mad with rage' and will look to appeal the decision. But it's unlikely they will win.
Solomon later tweeted that: "Chelsea only had their minds on their purchase of Enzo Fernandez and therefore not necessarily very attentive to the deal with PSG for Ziyech... hence this situation..."
The Athletic claim that a PSG source, who wished not to be named to protect their relationships at the club, described the situation as a “Class A circus”.
Ziyech has struggled for form this season at Stamford Bridge.
The Moroccan has played 15 times in all competitions, failing to score a goal. He's only registered one assist too.
One of those new arrivals is Fernandez, who will sign for a British record £107 million.
The transfer was discussed on BBC Radio 5 Live on Transfer Deadline Day with reporter Ian Dennis calling it an 'eye-watering amount of money.'
"The spending now from Chelsea is a staggering, eye-watering amount of money," said Dennis.
"What an excellent bit of business from Benfica, who held their nerve because Chelsea have pursued him throughout the whole window. Bit of brinkmanship and they've got their rewards."
Meanwhile, European football expert, Guillem Balague, explained why Fernandez is worth the money.
"He didn't start the World Cup but he was absolutely crucial to Argentina winning it. It is down to his reading of the game," Balague said.
"You look at what he did during the World Cup and you think 'really? Is that 121m euros?' but the answer is no - you didn't see the full picture. He is much more than that.
"He can play in any place in the midfield. He can be a holding midfielder, on the right, on the left, the stats show he increases the quality on the move, he gives the last pass and the one before last - and he's been scoring as well.
